Regional overview

　　Administrative changes: Huadu District (formerly Hua County) was under the jurisdiction of Panyu County in the Han Dynasty, Nanhai County in the Sui Dynasty, and both Panyu and Nanhai after the Song Dynasty. In the 25^thyear of the reign of Emperor Kangxi of the Qing Dynasty (1686), some areas of Nanhai and Panyu counties were set aside for establishing a county. Because the county seat is near Huashan, the county is named "Hua County", which was under the jurisdiction of Guangzhou government, with Wang Yongming, the governor of Sanshui County being transferred to be the first governor of Hua County. During the period of the Republic of China, Hua County’s jurisdiction was repeatedly changed. On October 13, 1949, Hua County was liberated and was put under the jurisdiction of Jiangbei Prefecture. In December of the same year, it was put the jurisdiction of Pearl River Prefecture. In 1952 and 1956, it was put under the jurisdiction of Northern Guangdong Administrative Region and Foshan Prefecture respectively. In November 1958, a number of the communes in the suburbs of Guangzhou was incorporated into Hua County and the County was renamed "Guangbei County". In March of the following year, the County renamed Hua County. On April 20, 1960, it was designated as a municipal county of Guangzhou. On June 18, 1993, the State Council approved the revocation of Hua County and the establishment of a city named "Huadu City" (county-level city), which was directly under the jurisdiction of Guangdong Province, and was managed by Guangzhou City on behalf Guangdong Province, with the former administrative district of Hua County as the administrative district of Huadu City. On May 21, 2000, the State Council approved the revocation of Huadu City and the establishment of Guangzhou Huadu District, with the administrative district remaining unchanged.

　　[Geographical location] Located at the northern edge of Guangzhou City, Huadu District is at a place of 23 ° 14 ′ 01 ″~23 ° 37 ′ 01 ″ N, 112 ° 57 ′ 06 ″~113 ° 28 ′ 10 ″ E, with a total area of 970.04 square kilometers. It is adjacent to Conghua District of Guangzhou City in the east, Baiyun District of Guangzhou in the south, Sanshui District and Nanhai District of Foshan City in the west, and Qingyuan City in the north. Beijing-Guangzhou Railway and Wu-Guangzhou Passenger line run through the whole District, while Beijing-Hong Kong-Macao Expressway, Xuchang-Guangzhou Expressway, Airport expressway, Lechang-Guangzhou Expressway, Daqing - Guangzhou Expressway, Pearl River Delta Loop Expressway and Shenyang - Haikou Expressway form the north-south and east-west expressway network in Huadu. Liuxi River in the east and Bajiang River (Baini River) in the west join the Pearl River in the south, and ships may sail directly to Hong Kong and Macao. Guangzhou Baiyun International Airport, one of the three major air traffic hubs in China, is located in Huadu District.

　　Economic Profile

　　[Overview] In 2021, the economy of Huadu District was resilient. The regional GDP increased by about 6.6%. The total output value of industries above designated size is 276.897 billion yuan, ranking third in the Guangzhou, up 4.2% over the previous year; Local general public budget revenue was 8.627 billion yuan, up 1.6%; Investment in fixed assets increased by 12.8%; The total retail sales of consumer goods reached 71.384 billion yuan, up 10.7%; The actual utilization of foreign capital reached 242 million US dollars, an increase of 5.2 times. The total import and export value of foreign trade was 87.4 billion yuan, up 5.3%. Huadu Automobile Industry Base was identified as the provincial high-tech industrial development zone, Guangzhou Huadu Economic Development Zone (automobile) was approved as the first featured industrial park in Guangdong Province, and the headquarters of LAN-YOU TECHNOLOGY and HOLOMATIC have officially signed contract with the Park, while officially settled in the park. GAMECO Phase III hangar was completed, and ST Aerospace G3 hangar, the first phase of Meihua Aviation and Guangdong-Hong Kong-Macao Greater Bay Area Biomedical Industrial Park were put into operation. The main project of the second phase of Jesai Science and Technology Industrial Park is progressing smoothly. The second phase of LED new backlight display of Honglitronic was capped. Meam Well had moved into Natong, and Huadu Digital Culture Creative Park had officially started construction. Rongchuang Grand Theater officially opened, the first Bay Area Ice and Snow Culture Festival was launched in Huadu, and the tax-free commercial complex of Guangzhou North Railway Station with a total investment of 13.6 billion yuan was officially started. The ice and snow economy, tax-free economy and fashion economy had become new growth points. 104 projects, including the "three hundred billion" smart city in the Great Bay District of Jingdong, were signed with a total investment of 259.3 billion yuan, an increase of 139% over the previous year. Yuhu Cold Chain and 40 other key industrial projects started construction, with a total investment of 25.5 billion yuan. A number of major projects such as the first phase of Huadu Production Base of Oriental Yuhong Building Materials have been put into operation. ZF's research and development headquarters in South China and 31 other projects successfully successfully obtained land through auction, with a total investment of 29.5 billion yuan, up by 120%.

　　[Construction of national pilot zones for green finance reform and innovation] In 2021, Huadu District ranked first in the construction of the National Green Finance Reform and Innovation Pilot Zone for three consecutive times in China, and Guangzhou Carbon Emission Exchange ranked first in the cumulative volume and transaction value among the pilot zones in China. A total of 11 cases, including carbon inclusion in public service forests, were promoted nationwide.  The total balance of green credit accounted for more than one third of enterprise loans in the District.

　　[Business environment reform] In 2021, the Huadu New Government Affairs Service Center was completed and put into use, and all 35 units and 1,909 items in the District have been integrated into the unified window service, initially realizing the concept of "entering the one and same door to do all ". The District issued 26 pro-business policies to help enterprises, and took the lead in implementing the " four certificates jointly handled ", reducing the handling time from 47 working days to 5 working days. In the provincial taxpayer satisfaction survey, Huadu District ranked the forefront of the province. There were 36,900 new market entities of various types, an increase of 5.9 percent over the previous year.

　　[Technological innovation] In 2021, the number of patent applications and authorization in Huadu District Fast IPR Service Center ranked first among fast IPR service centers in China. The output value of high-tech products increased by 16.7% over the previous year, ranking the second in all districts of Guangzhou City. There were 252 newly recognized high-tech enterprises, with a total of 788, ranking fifth in the city; 653 technology-based SMEs were registered, up by 6.87%, ranking the third in Guangzhou. Four enterprises won the provincial Science and Technology Progress Award. Nine enterprises were awarded the national "Little Giant" enterprises, ranking second in the city. Huadu Airport Industry Talent Services Park of China Guangzhou Human Resources Service Industrial Park was opened. 3,012 in-service talents were accepted into the Park. (Xu Peiyi)

　　[Foreign trade development]  In 2021, the foreign trade development of Huadu District improved steadily, with the export of 22.48 billion US dollars in the way of market purchase trade, ranking the second among the 31 pilot projects in China and the first in Guangdong Province. Huadu has exported 11.32 billion US dollars to countries and regions along the Belt and Road on a pilot basis. Shiling National Foreign Trade Transformation and Upgrading Base (bags and suitcases) successfully passed the assessment; Audio Electronic Products Base successfully upgraded to a national foreign trade transformation and upgrading base. In 2021, according to customs statistics, the total value of foreign trade in Huadu District was 87.4 billion yuan, an increase of 5.3% over the previous year, accounting for 8.1% of the total value of foreign trade in Guangzhou in the same period, of which, the export was 58.79 billion yuan, an increase of 7.9%, accounting for 9.3% of the total export value of Guangzhou in the same period while the import value was 28.61 billion yuan, up 0.4%, accounting for 6.3% of the total import value of Guangzhou in the same period. In 2021, the total value of foreign trade in Huadu District was 13.52 billion US dollars, an increase of 13.2% over the previous year, of which, the export amounted to 9.09 billion US dollars, up by 16.1% while imports amounted to 4.43 billion U.S. dollars, up 7.5%.

　　[Building an international air and rail hub] In 2021, focusing on promoting the construction of demonstration area for integrated development of air and railway, Huadu District attracted large business and investment by targeting industries such as headquarters economy, high-end business, culture and tourism, airport consumption, and scientific innovation and intelligent manufacturing. In accordance with the idea of "rejuvenating the city with production while driving industry by city ", the District reasonably planed the layout of the first, second and third industries and improved the supporting facilities such as transportation, education, medical treatment and residence in the industrial development zone. Guangzhou Rongchuang Cultural Tourism City in the central axis area of Huadu District has become a new landmark. Poly International Financial Center, China Construction Fourth Engineering Group First Company, Oriental Yuhong, and ASIA CUANON have successfully settled in the area, and the area will gradually become a modern service industry cluster integrating headquarters economy, finance and insurance, business office, and cultural tourism. In the first half of 2021, the land transfer for East and West squares in Guangzhou North Railway Station area was completed to vigorously introduce new forms of business, such as duty-free, bonded plus new retail, and experiential shopping. The duty-free complex of China Travel Service North Railway Station, with a planned investment of 13.6 billion yuan, and the China Headquarters of Yuhu International Cold Chain Product Trading Center have been established. Great efforts had been made to introduce business and travel services and headquarters office to the West Square, the gateway area of the city, so as to build a high-end service cluster. Projects such as China Electronics Technology South China Industrial Park, GENIMOUS Headquarters, and ZF South China R&D Center and high-quality supporting facilities such as Renji Hospital, Guangya Middle School Huadu Campus had been introduced to Huadu Hu area, to create a new economic growth pole for Huadu.

　　[Construction of One City and One Port] In 2021, Huadu District focused on the strategic layout of Guangzhou and actively promoted the settlement of strategic emerging industry projects. "One City" means intelligent new energy automobile city. The project strives to build the whole industrial chain of intelligent new energy vehicles, and focus on the development direction of new energy and intelligent network in the automobile industry. Projects such as Didi Autonomous Driving, Faurecia, Arte and ZF had settled in Huadu. One Port means airport digital intelligence port, which focus on the development of electronic information industry. Led by China Electronics Technology South China Industrial Park, this project will promot the implementation of Jesai and other projects, and help Hongli Mini-MicroLED semiconductor display project put into production and will promote projects such as JDH, Jingdong Pharmacy, Yangfan Pharmaceutical, Jifan Pharmaceutical, and Baoweikang Medical Devices, and accelerate the construction of Hejing life science valley, and promote the development of the biomedical industry.

　　[Cluster development] In 2021, Huadu District anchored a number of leading enterprises and successfully introduced investment projects from a number of world top 500 enterprises such as ZF Group, Jingdong Group, China Construction Group, China Electronics Technology Group, and a number of headquarters and regional headquarters projects such as CTC, Nanhu CITS, Oriental Yuhong, ASIA CUANON, and Devy. It gave full play to the advantages of airport economic demonstration area to support the development and expansion of leading airport high-tech projects such as GAMECO, ST Aerospace and Shenzhen Meihua Technology Co., Ltd. It introduced South China Branch of Air China and Changlong Air South China Branch to settle down and develop, and supported the construction of training center of China Southern Airlines.  The airport industry cluster has begun to take shape. By introducing a number of modern logistics projects, such as Yuhu International Cold Chain Product Trading Center and J&T South China Center and Southeast Asia Operation Center, to gradually form a modern logistics industrial cluster.
