【Economic development is progressing steadily】 In 2020, Huadu District recorded a GDP of 168.215 billion yuan, up by 3.5% over the previous year. The gross output value of above-scale enterprises reached 266.821 billion yuan, up by 0.2%. Given the background of tax and fee reduction policy, the general public budgets income was 8.492 billion yuan, up by 2.0% over the previous year. And the general public budget expenditure was 16.886 billion yuan, up by 16.74% over the previous year. Tax revenue (including levied by the customs on the behalf of others) was 40.692 billion yuan. 53.012 billion yuan investment in fixed assets was completed, up by 16.2% over the previous year. And the total retail sale of consumer goods was 64.480 billion yuan, up by 22.2% over the previous year.
Industrial development improved in quality and efficiency. The output value of complete automobile industry exceeded 150 billion yuan, and the Huadu Automobile Industry Base has been recognized as a provincial-level high-tech industrial development zone. G3 maintenance hangar of ST Aerospace and the first phase of Meihua Aviation project were successfully completed, and a number of high-quality airport industry projects such as Air China Guangdong Branch were gathering at a quicken pace. Vigorous efforts were made to develop artificial intelligence and digital economy. Listed companies Jiesai Technology and Zhidu Co., Ltd have settled in Huadu District; ZF (Guangzhou) Technology Co., Ltd officially opened for business; the first phase of Hongli Zhihui Mini/Micro LED semiconductor display project has been officially put into operation; and Zhidu Supply Chain Finance Company was included as one of the first supply chain finance pilot enterprises of Guangdong.
Scientific and Technological Innovations are bearing fruit. More support was given to scientific and technological innovation, and the Huadu Automobile Industry Base has been recognized as a provincial-level high-tech industrial development zone. The number of high-tech enterprises increased to 761, up by 3.5%. 531 above-scale industrial enterprises have established their own R&D institutions, ranking second in the city. The number of provincial engineering technology R&D centers has increased by 7; and there is one enterprise that won a National Science and Technology Progress Award, another two enterprises won Provincial Science and Technology Progress Award. The whole year recorded 2.388 billion yuan in transaction volume of technical contracts, and 2.005 billion yuan in technical transaction volume. 1 provincial-level incubator and 2 provincial-level crowd innovation spaces were newly recognized. 8 persons cultivated by the District were recognized as municipal high-level talents, 69 professionals were introduced under the "Excellent Talents Program", about 18,500 green cards for talents were granted.
Investment promotion has made marked achievements. With well coordinated efforts, business promotion has been pushed forward on the basis of supply chains, industrial parks, and existing businesses. Contracts have been signed for 79 key projects, in particular JD.com’s e-commerce operation and settlement headquarters in the Greater Bay Area, and Deppon South China headquarters, with a total investment of 108.356 billion yuan, 125.7% up . 33 projects, including Asia Cuanon South China Headquarters and Oriental Yuhong Greater Bay Area Green Building Materials Industrial Park, were successfully implemented, with a combined investment of 13.375 billion yuan, up by 116.8%. The construction of the cultural ecotourism cooperation zone in the Greater Bay Area is on fast track, and a bunch of high quality cultural ecotourism projects, including Great Bay Area · CTS World, have been attracted to the District.
【Continued release of vigor by reform and opening up】 The green finance reform and innovation pilot zone in Huadu made marked achievements in 2020. Guangzhou Green Finance Reform and Innovation Pilot Zone with Huadu at the core has ranked first in total score among peer pilot zones for two consecutive times; China Emissions Exchange Guangzhou ranks first in the country in terms of cumulated trading volume, and the inclusive carbon project of public welfare forest has been selected as one of the National Ten Model Projects of Ecological Product Value Realization. The practice resulting from two pilot carbon finance programs: the carbon emission rights mortgage and pledge financing standard and the forestry carbon sink ecological compensation mechanism, have been promoted throughout the province.
The market purchase trade pilot program is leading in the country. Standing at US$28.36 billion, up by 30.4%, export in the form of market procurement trade has become one of the pillars that stabilize foreign trade in the province and Guangzhou. Practices such as "connection and interaction", "collective registration" and "price supervision" have been promoted to and replicated by many pilot zones across the country.
Business climate reform continues to be deepened. The District took the lead to introduce a series of policies, including "Several Opinions on Implementing the Civil Code to Promote the Construction of a Government Ruled by Law", "Implementation Opinions on Establishing an Inclusive and Prudential Supervision Mechanism in Support of the Healthy Development of Market Entities", and "26 Pro-Business and Enterprise Supporting Rules" . Greater efforts were made to benefit and bail out enterprises: 3.281 billion yuan taxes and fees were reduced throughout the year, and 7.81 billion yuan additional credit loans were extended at preferential loan interest rates to enterprises that have been seriously affected by the pandemic. The reform of administrative examination and approval system has been push forward, all items, 100% of them, require only “one personal presence”, 1419 items can be “processed at one window”, and 1398 items require “no personal presence” at all; all procedures for establishing an enterprise can be completed in as short as half day. The Districted is Guangzhou's only "Guangdong Demonstration Zone for Harmonious Labor Relations”, and has established the city's first pre-litigation commercial mediation center. In the evaluation of the project of rule-of-law Guangzhou Huadu was rated as excellent, and ranked first in the city in terms of the number of simple and low-risk social investment projects, comprehensive credit index, and tax service satisfaction.
【Marked improvement in urban development energy】 2020 witnessed ongoing improvement of Huadu's airway-railway intermodal transportation system. It took only 3 months to complete young crops removal contract signing and surface clearing for the land planned to be used for two initial resettlement areas and for the fourth runway, which were part of the third-phase expansion project of the airport. Contracts were signed for 5,813 houses, and 5.74 square kilometers land was delivered for development. The complex of first-phase Guangzhou North Railway Station was completed and put into use; the first phase of Guangzhou-Qingyuan Intercity and the Huadu Section of Guangzhou East Ring Intercity opened to traffic; project proposal has been completed for the special airside railway from Guangzhou North Railway Station to Baiyun Airport, and the railway's operation mode has passed expert review. The multi-mode airway-railway intermodal transport system is now taking shape. The "Guangdong-Hong Kong-Macao Greater Bay Area Intercity Railway Construction Plan" was approved by the National Development and Reform Commission; the North Section of the 2nd airport expressway was completed; the main part of the Hongmian Avenue was completed; the planning of Guangzhou-Qingyuan-Yongzhou high-speed railway, Guangzhou-Zhongshan-Zhuhai-Macao high-speed railway, Guangzhou East Raiway Station to Huadu Tiangui Intercity and Metro Line 24 are moving in steady progress; and the construction of Guangzhou-Qingyuan Intercity (Guangzhou Baiyun-Guangzhou North section), Airport North Access Road, and North Station to the Airport Expressway is accelerating.
Nine key tasks of urban renewal have been solidly advanced. The old village renovation projects for Shigang Village, Luoxian Village and Xinjie Village have been basically completed; the construction of Hexi Economic Society of Hengtan Village is now in full swing; the reconstruction project of the Southeast Economic Society of Tianmei Village has started, and the comprehensive renovation project of Sandong Village (including Luoxian No. 8 Team) has decided on the cooperation enterprises. Further headway was made in micro-renovation of 22 old communities; historical land use procedures were completed for renovation projects of 21 old factories; and renovation and improvement projects of Shiling (International) Leather and Leather Goods City and other professional wholesale markets, R&F Logistics Park and 6 village-level industrial parks are moving forward steadily. A total of 13,747 illegal buildings of various types were demolished, covering an area of 6,007,700 square meters, which exceeded the annual target.
Rural revitalization is progressing steadily. The agricultural gross output value reached 7.431 billion yuan, up by 10.4%. The District has been successful in creating 1 national demonstration village of "one village, one product" program, 1 provincial-level characteristic industrial village, 2 provincial-level modern agricultural industrial parks, and 9 provincial-level agricultural leading enterprises. The task given by Guangzhou city of raising 200,000 live pigs was a complete success; and the District is now home to the Scientific and Technological Achievement Demonstration Base of the Vegetable Research Institute at Guangdong Academy of Agricultural Sciences, Yuewang Huazhidu Agricultural Complex and other key projects. The model of "achieving zero outgoing kitchen waste through grid-based management by party members" in Jinshan Village, Chini Town has been affirmed by the Ministry of Housing and Urban-Rural Development, and Huadu District has been rated as a demonstration area for classification and recycling of rural household waste.
