In 2021, the District Bureau of Culture, Radio, Film, Television, Tourism, and Sports, taking as lever the activity of in-depth learning and education of party history, addressed both pandemic prevention and control, and integrated development of culture, sports and tourism, and earnestly implemented the work requirements of the year, pursuing optimized cultural, tourism and sports development, prosper and stable market, and continuous advance of the industry.

　　A. Focused on people's livelihood and continuously improved the construction of the public service system

　　1. Made solid progress in immediate interests of the people. Efforts were made to actively promote the construction of supporting facilities, including the intelligent system for the new library, which was listed as one of the top ten prioritized livelihood projects of the District in 2021. And the new library was put into trial operation at the end of December. 2. Optimized and upgraded cultural facilities in the District. We made a big push for progress in the deeply integrated construction of the "three centers" (the party-mass service center, the new-era civilization practice center, and the grass-roots comprehensive cultural service center) to make it a reality that the whole District was covered by provincial-level cultural stations. 3. Ensured the construction of national fitness facilities. Services were provided to national fitness and sports facilities in 10 streets and towns and 251 villages (communities), as well as 10 national physique monitoring stations and 10 social sports guidance service stations. 4. Opened public sports venues to the people in preferential terms. We thoroughly implemented the "Double 14" policy (14 free hours and 14 special rate hours very week) for stadiums in Guangzhou, and adjusted the opening hour schedule of public stadiums for the benefit of the people. 5. Carried out extensively mass cultural and sports activities. Centering on the theme of celebrating the 100^th anniversary of the Communist Party, a series of cultural activities, such as Guangzhou Performance Tour of Choice Mass Literary and Art Products and Huadu Chorus Festival, and a bund of sports activities, like the Mayor's Cup badminton competition. 6. Timely launched tourism activities to benefit the people. The event of "Stay in Huadu for the Spring Festival and Get Tourism Gifts" was held, in which a total of 298,000 yuan worth "gift packages" were given out. We rolled out the preferential policy of “Huadu-Qingyuan Joint Tourism", and issued the "Guangzhou-Qingyuan Preferential Tourism Annual Card". 7. Built the Huadu District emergency broadcasting system. Revised and improved the "Huadu District Emergency Broadcasting System Plan".

　　B. Committed to creating high-quality products and to efficiently working to make new achievements

　　1. Strengthened the creation of high quality literary and artistic works. A total of 20 literary and artistic products have been completed and rehearsed, in particular, "Flying Against the Wind", an original song, was selected as an excellent national public welfare song in fighting the pandemic, and "A Long Song of the Road” won prize for excellent lyrics and was awarded a excellent supported work in the event of "Celebrating the 100^th Anniversary of the Founding of the Communist Party of China - Looking for Good Original Songs in Guangdong" , and the "Sky of the History", the District's first large-scale original red music and dance drama, was displayed on the platform of “Build Strong Nation Through Learning”. 2. Created a model of sports and education integration. Xiuquan Middle School and eight other schools that were known for their tradition in characteristic sports in the District were selected as the District's junior high sports reserve talent training bases, in line with the District’s pursuance of "integrate sports and education, and base District team on schools". 3. Created a demonstration zone for whole-region tourism. The "Implementation Plan of Huadu District for the Construction of Whole-region Tourism Demonstration Zone of Guangdong Province” was formulated and efforts were made to create Qixidi as a national 3A-level tourist attraction. 4. Upgrades the tourism brand image.

　　C. Focused on promoting cooperation to comprehensively optimize industry development environment

　　1. Ensured the stability of the cultural and sports tourism industry. 2. Promoted the construction of key projects. Sunac Grand Theater officially opened on May 1, Guangzhou North Railway Station Duty-free Commercial Complex project was making progress, and a project cooperation agreement was signed with CTS Investment. 3. Promoted cultural tourism construction and cooperation. The Construction Plan for the Cultural Ecotourism Cooperation Zone (Huadu) in the North of the Greater Bay Area was formulated. 4. Promoted cooperation in the sports industry. The "Cooperation Agreement between Guangzhou Huadu District People's Government and Guangzhou Wanda Sports Development Co., Ltd." has been formulated for the period from 2021 to 2022, and is currently waiting for approval by the executive meeting of the District Government. 5. Supported the development of homestay tourism. We organized applications for provincial and municipal tourism incentive support funds, and obtained a total of 6.55 million yuan of support funds from higher-level authorities. The "Support Measures of Huadu District for Homestay Industry Development” was formulated.

　　D. Spared no effort to fight the pandemic and resolutely built a defense line for people's safety

　　1. Did a good job in immigration management and service. Since the District Bureau of Culture, Radio, Film, Television, Tourism, and Sports took the leading role in Huadu District Immigration Service Team, there has been no out of control immigration personnel, nor cross-infection case, and the tasks assigned by the District Party Committee and District Government have been completed.

　　2. Ensured proper performance of duty of the special pandemic prevention and control team in the field of cultural tourism and sports by checking against benchmarks and requirement tables On August 23, the Bureau took the lead and established the District’s special pandemic prevention and control team in the field of cultural tourism and sports. Work plans and emergency response plans were prepared for the Special Team; the system of horizontal, vertical, industry-specific and tiered pandemic prevention and control was put into operation; the inspection mechanism was clearly defined; and implemented the system where inspections of cultural, tourism and sports venues were performed by teams led by leaders. Strictly control was imposed on cultural and sports tourism activities.

　　3. Implemented the requisition of places required for the fight against the pandemic. Huadu Dongfeng Gymnasium, Huadu Gymnasium, and Huadu Sports Center were requisitioned as temporary venues for Covid-19 vaccination. 13 hotels in the District were requisitioned for isolation of close contacts, which effectively relieved the serious shortage in local isolation hotels.
